fix discrepancy of buttons on profile pages

I just masqueraded as two different profiles, Aric Mackey, and Robins at NWMC. Arics profile had no "add activity" button, Robins did have that button.

This is actually a duplicate of issue 205.  Both profiles have an add activity button on the youth activity page, but we need a better workflow that guides our users through account creations all the way to activity creation.
